PROJECT BRIEF

The situation of out-of-school children in Sindh portrays extremely depressing picture as in other provinces of Pakistan. Around 6.4 million children between the ages of 5 and 16 are not attending any school and that girls constitute 53%. Further, out-of-school children from 5 to 9 comprise 25.7%, while those between 10 and 16 constitute the largest cohort. It is worthwhile to discuss that this large age cohort that is around 75% are extremely complex and difficult to bring back in schools. Most of them have not attended any school in their lifetime and have now become overage. This age cohort also include children who dropped out either before completing primary education cycle or after completing this cycle. Many out-of-school are working and supporting their families. Therefore, these children will require an accelerated education that will allow them to complete the primary education quickly at least in 32 months. They will be able to join the mainstream education after that.

The Non-formal education project has been conceived by the School Education & Literacy Department under PPP modality to over issues as mentioned above. The terms of reference of consultant are detailed in below section.

PPP POLICY BOARD APPROVAL

The PPP Policy Board in its 29th meeting held on 20th July 2019 approved the Project.

CURRENT STATUS

The School Education Department after thorough procurement process has awarded consultancy services to consortium of consultants led by EY Ford Rhodes. It is expected that consultancy services agreement shall be signed in the month of November 2021.
